On January 16, 2026, Law No. 4502-IX officially introduced the institution of multiple citizenship into the legal field. This is a historic event for Ukraine. This is a long-awaited decision that integrates Ukraine into the global world and opens the door for millions of Ukrainians in the diaspora and foreign partners. Now having two passports is not a “gray zone”, but a legal status.
But in the euphoria of liberalization, it is important to remember: citizenship is a two-way agreement. By receiving rights, you also accept responsibilities.
What is changing for foreign passport holders? Previously, having a second citizenship was a reason for losing your Ukrainian one. Now, for a certain list of partner countries, the state officially recognizes your right to bipatrism. This means legalization of business, simplification of inheritance issues, and freedom of movement.
However, the SENSE team advises approaching the status change consciously.
Three key aspects to consider:
- Equality of duties (military registration). According to the Constitution, a citizen of Ukraine with a second passport remains exclusively a citizen of Ukraine for the state. This means that “foreign” status does not provide immunity from military service. The rules of mobilization and border crossing for bipatrids are the same as for holders of a single Ukrainian passport. Acquiring citizenship is an act of solidarity with a country at war.
- Asset transparency. Legalization of status means transparency for state registers. This is important to consider when planning taxes (CRS, CIC). Your centers of vital interests become visible to the fiscal authorities of both states.
- Selective action. The opportunity to have multiple citizenship is currently not available to everyone. The Cabinet of Ministers has approved a clear list of countries whose citizens can exercise this right.
