Government by decree No. 1487 dated December 30, 2022 approved the new Procedure for organizing and maintaining military registration of conscripts, persons liable for military service, and reservists.
For maintaining personal military records, enterprises shall:
– verify Ukrainian citizens’ military registration documents or electronic information contained in such documents using the Diia Portal mobile app during hiring (enrollment). Hiring (enrollment) and personal military registration of conscripts, persons liable for military service, and reservists is only possible after their military registration. It’s important to note that without prior registration at the TCC, military registration at the enterprise is not possible, though hiring is possible but subject to administrative liability
– inform conscripts, persons liable for military service, and reservists about military registration rules with their personal signature (State bodies, local governments, enterprises, institutions, and organizations shall print military registration rules (Appendix 2) and display them in a visible place in public areas)
– send notifications within seven days from the issuance of hiring (enrollment) orders, termination of employment, completion of studies (expulsion from educational institution) to the respective district (city) territorial recruitment and social support centers, SBU bodies, Foreign Intelligence Service units about changes in registration data of conscripts, persons liable for military service, and reservists;
– notify conscripts, persons liable for military service, and reservists about their summons to respective recruitment centers and ensure their timely arrival;
– submit information about conscripts, persons liable for military service, and reservists under their personal military registration to respective recruitment centers upon request;
– conduct appropriate explanatory work among conscripts, persons liable for military service, and reservists regarding their compliance with military registration rules;
– coordinate with respective district (city) territorial recruitment and social support centers, SBU bodies, Foreign Intelligence Service units regarding the timing and methods of verifying personal military registration lists data, making appropriate changes, and notifying conscripts, persons liable for military service, and reservists;
– periodically verify personal military registration lists against records in their military registration documents, at least once a year;
– update personal military registration lists within five days of document submission (or electronic information display through the Diia Portal mobile app) regarding changes in surname, first name and patronymic (if any), Ukrainian passport and international passport details, declared/registered residence address, actual residence address, marital status, education, workplace and position, and send monthly updates by the 5th to respective district (city) territorial recruitment and social support centers, SBU bodies, and Foreign Intelligence Service units about such registration data changes;
– compile and submit annually by December 1 to district (city) territorial recruitment and social support centers lists of citizens subject to registration at conscription stations (Appendix 6);
– prepare documents necessary for reserving persons liable for military service during mobilization and wartime;
– continuously inform respective district (city) territorial recruitment and social support centers, SBU bodies, Foreign Intelligence Service units about officials of state bodies, local governments, enterprises, institutions, and organizations who violate this Procedure’s requirements, as well as about conscripts, persons liable for military service, and reservists who violate military registration rules, for legal accountability;
– maintain and store the inspection results log.
Reporting
Annually by January 25 (as of January 1), personal military registration lists shall be signed by the head of the state body, local government, enterprise, institution, organization, and the person responsible for military registration.
Military registration procedure and documentation
Personal military registration in state bodies, local governments, enterprises, institutions, and organizations is maintained through personal military registration lists (Appendix 5).
Information about the number of conscripts, persons liable for military service, and reservists is entered into the operational records of conscripts, persons liable for military service, and reservists (Appendix 12), which is stored with personal military registration lists.
Who maintains military registration at the enterprise?
For proper functioning of the military registration system (ensuring its automation using the Unified State Register of conscripts, persons liable for military service, and reservists), the number of persons responsible for military registration is determined according to these standards:
3) in state bodies, enterprises, institutions, and organizations with military registrants:
from 501 to 2,000 conscripts, persons liable for military service, and reservists – one person;
from 2,001 to 4,000 conscripts, persons liable for military service, and reservists – two persons;
from 4,001 to 7,000 conscripts, persons liable for military service, and reservists – three persons, and for each additional 1 to 3,000 conscripts, persons liable for military service, and reservists – one additional person.
. If there are fewer than 500 conscripts, persons liable for military service, and reservists registered, military registration duties are assigned to a HR staff member, who receives additional payment of up to 50 percent of their base salary, and for civil servants – within the salary fund savings.
State bodies (except SBU, Foreign Intelligence Service), local governments, enterprises, institutions, and organizations within seven days from the date of issuing an order on appointment or dismissal of managers and other persons of these bodies, enterprises, institutions, and organizations responsible for organizing and maintaining military registration, shall notify respective district (city) territorial recruitment and social support centers (Appendix 1).

“Violation of legislation on defense, mobilization preparation and mobilization –
shall result in a fine for citizens from one hundred to two hundred non-taxable minimum incomes and for officials – from two hundred to three hundred non-taxable minimum incomes.
Repeated commission within a year of the violation provided for in part one of this article, for which the person has already been subject to administrative penalty, as well as commission of such violation during a special period –
shall result in a fine for citizens from two hundred to three hundred non-taxable minimum incomes and for officials – from three hundred to five hundred non-taxable minimum incomes.“
