Which countries allow dual citizenship in 2026? (current Cabinet list)

As of January 27, 2026, Ukraine has updated citizenship legislation in effect. Resolution of the Cabinet of Ministers of Ukraine No. 1412 of November 5, 2025, approved an exclusive list of states whose citizens can acquire Ukrainian citizenship through a simplified procedure without renouncing their first passport.

Official list of “dual citizenship” countries (as of 2026):

According to the text of the Resolution, the list includes:

  1. United States of America
  2. Canada
  3. Federal Republic of Germany
  4. Republic of Poland
  5. Czech Republic

How does it work? Passport holders of these states can legally have bipatrid status in Ukraine. For citizens of other countries, the requirement to renounce previous citizenship to obtain a Ukrainian passport remains in effect (except for certain exceptions provided by law).

Important for planning: A country’s inclusion in this list opens the path to obtaining a Ukrainian passport, but does not change tax and military obligations to the state.
