On November 16, the Verkhovna Rada adopted Bill No. 3475 “On Administrative Procedure” in the second reading, which is one of the crucial bills within the public administration reform.
This bill has been in development for 20 years and, according to experts, meets the requirements and practices of the European Union, which in turn brings the country closer to the relevant standards of civilized nations. Given the importance of the changes outlined in the bill, it is predicted that the current president will not exercise his veto power, and the provisions of the bill will soon come into legal force.
Bill No. 3475 has already been called historic, as it aims to give more rights to citizens and businesses regardless of which state or local government body they interact with. Its goal is to minimize bureaucratic procedures and further digitize state services. The law introduces clear algorithms and transparent rules, simplifies procedures, and additionally prevents corruption schemes, bringing us closer to high standards in public service delivery.
A large number of specialists and leading experts participated in developing this bill, and according to SIGMA head Gregor Virant, the bill complies with European Union principles.
