The Law “On the National Informatization Program,” which was meant to facilitate the creation of modern information infrastructure, was adopted in 1998 but hasn’t been updated since then, making it outdated and inconsistent with new digitalization laws, significantly slowing down the transformation process.
The Ministry of Digital Transformation, established by the state in 2019, is designed to promote comprehensive implementation of state policy in digitalization, however, the start of the pandemic highlighted many transformation challenges, including insufficient digital literacy among the majority of the population. Therefore, by the Cabinet of Ministers’ decision on October 28, the Government approved a draft law to amend the main law to accelerate Ukraine’s digital transformation.
The Draft Law was registered on 2021-11-01 under No. 6241
According to lawmakers, the introduced changes, through new provisions, will help overcome digital inequality among the population, strengthen information security and protection against cyber attacks, and ultimately facilitate Ukraine’s integration into the modern global information space.
